2000 hits a day, Oregon Traffic, Not SEO by p0ck3taces

I am looking to get an oregon based auto tradings site up to 2000 hits a day. Currently it is at about 300 hits a day. I need all this traffic to be from oregon only. I am not interested in SEO, unless you think you can get general keywords like portland car within three weeks… (Budget: $250-750, Jobs: Automotive, Craigslist, eMarketing, Leads, Marketing)
